- 1.Main provisions:
1.1. The photo competition «Photomania-2017» is held within the framework of the 8th International festival «The Baltic Photo Biennale».

- Contributing to the professional photo art development;
- Supporting creative potential of the amateur photographers .
- 3.Participants of the competition:
3.1. Professionals and amateur photographers and art unions are invited to take part in the competition.

- 5.Competition categories:
Categories: «Who am I?!» and «Free topic».
“Who am I?!” topic offers the wide understanding of the author’s place in the modern world, life, social medium and creativity.
- 6.Nominations and prize funds:
6.1. There will be 2 categories of the competition:
6.2. Finally 2 awards will be determined
- «Who am I?!» category: 20 000 RUR or this sum equivalent in USD/EUR;
- Free topic: 20 000 RUR or this sum equivalent in USD/EUR;
6.3. Additional prizes and certificates from our sponsors will be presented to honor the best artworks as per categories:
- monochromatic photography;
- colour composition;
- hand-printing technique;
- experimental photography;
- Kaliningrad regional photography.
- 7.Participation conditions:
7.1. Participation in the competition is free of charge.
7.2. There are no genre or style restrictions.
7.3. The following can be accepted from an author (a group of authors):
- Collections (series) of works, corresponding to the announced category, not more than 2 works from an author (a group of authors), not more than 7 works in each of series;
- Single works, corresponding to the announced category, not more than 5 works from an author (a group of authors).
7.4. One participant can apply with both series and single works.
- 8.Evaluation criteria:
8.1. Competing works will be evaluated by the jury according to the following criteria:
- overall comprehension;
- artistic level;
- originality of the idea and content of the work;
- technique and quality.
- 9.Competition stages and technical requirements:
9.1. 1st stage. Works selection for contest exhibition. This stage is to be effected by biennale organizers.
9.2. Works (competition portfolio) should be send in digital format only. Those works which are performed in hand-printing method also should be provided as e-copies on this stage of selection.

9.4. Digital copies of works will be accepted until April 20, 2017.
9.5. List of the authors, who passed the 1st stage of the works selection will be displayed at the web-site www.kaliningradfoto.ru after April 25, 2017.
Technical requirements for works sent at the 1st stage of the competition:
10.1. The image should be saved in .jpg format, max 1920 pix at a larger side.
10.2. The title of the image should contain the following details: Surname, Name, belonging to a series or to a single work category, series or single work title, work number in a series and participation in a category (ktoya OR svobodnaya). E.G.: Ivanov Ivan_Serija_Forvater1_ktoya.jpg; or Petrov Igor_Foto_Stop_svobodnaya.jpg.
10.3. Competition portfolio should include the filled-in Questionnaire. The Questionnaire should have been doenloaded from "QUESTIONAIRE FOR PHOTOMANIA 2017". Portfolios which do not correspond to these requirements will not be considered.
- 11.2nd Stage of the competition. Forming the competitive exhibition.
11.1. Only the works which went through the 1st stage of selection will be accepted to the competitive exhibition. Both digital versions (to be printed later by the organizers) and printed works could be accepted on this stage, as for the author(s) wish.
11.2. The following technical equipment will be used for printing: EpsonStylusPro 9900; photo paper Epson Premium Semigloss Photo Paper, Epson Premium Semimatte Photo Paper;
11.3. Files technical characteristics: JPEG/TIFF, 360 dpi, color profile RGB, printing dimensions not less than 40 х 60 cm.
11.4. The title of the image should contain the following details: Surname, Name, belonging to a series or to a single work category, series or single work title, work number in a series and participation in a category (ktoya OR svobodnaya). E.G.: Ivanov Ivan_Serija_Forvater1_ktoya.jpg; or Petrov Igor_Foto_Stop_svobodnaya.jpg.
11.5. Requirements for printed work will be determined individually.
11.6. At the exhibition forming stage the organizing committee has the right to shorten number of works in series depending on the exposition plan of the competitive exhibition.
11.7. Digital files and printed works will be accepted until May 10, 2017.
- 12. 3rd Stage. The competitive exhibition and winners selection and awarding.
12.1. The competitive exhibition, selecting and awarding the winners will be held on May, 25 2017 in the Kaliningrad art Gallery.
13.1. The participants of the photo competition confirm and guarantee their copyright concerning pictures they send to the competition. The photo contest participants are responsible for the rights of third parties.
13.2. By providing their works to the competition the participants confirm their right for the artwork and agree with the competition rules and regulations.
13.3. The Organizing Committee has a right to publish authors’ works in project materials without paying any fee to the authors.
13.4. Biennale participants works might be published in informational web- pages as previews for non-profit use with attribution of authorship.
13.5. The Organizers guarantee safe and careful images handling but they are not responsible for any damage during post shipments.

15.1. 1st Stage. Digital versions of artworks are accepted until: April 20, 2017.
15.2. Announcement of the 1st Stage results: after April 25, 2017.
15.3. 2nd Stage. Digital and printed versions of artworks are accepted until: May 10, 2017.
15.4. 3rd Stage. The exhibition opening, selecting and awarding the winners: May 25, 2017.
15.5. Printed works return (only for the printed works sent by authors via Post) starts from August 1, 2017. Shipping charges to be paid by authors only (cash on delivery or prepaid courier).
